Services to be Delivered
July 1, 2026 - June 30, 2030

The West Kentucky Workforce Board (WKWB), using a competitive bid procurement process, solicits proposals from qualified organizations to deliver In-School Youth (ISY) and Out-of-School Youth (OSY) programs under the Workforce Innovation and Opportunity Act (WIOA) in the 17-county West Kentucky Workforce Board region comprised of Ballard, Caldwell, Calloway, Carlisle, Christian, Crittenden, Fulton, Graves, Hopkins, Hickman, Livingston, Lyon, Marshall, McCracken, Muhlenberg, Trigg, and Todd counties.  Providers must deliver high-quality, year-round career, training, and employment services to economically disadvantaged youth ages 16-24 residing in one of the 17 counties with at least one of the identified WIOA barriers to employment.

WKWB seeks proposals with innovative approaches to service delivery that meet the specifications outlined in this Request for Proposals (RFP) and WIOA. The organization should demonstrate that it can offer a range of training and employment services for youth based on individual need and employer demand. Successful applications will describe in detail the organization’s plan and capacity to implement the activities described in this RFP, achieve, track, and report outcomes, and demonstrate the organization’s financial capability to operate the program under a cost reimbursement contract. WIOA Youth Program Bidders Conference

Those interested in submitting a Request for Proposal for Youth Services are encouraged to attend the WIOA Youth Program Bidders Conference. WKWB Staff will discuss the RFP process, program requirements, and answer any technical questions at the conference.  Please familiarize yourself with all areas of the RFP packet before the Bidders Conference.
