The WIOA Adult Program, Title I of the Workforce Innovation & opportunity Act of 2014, is designed to strengthen the workforce development system through innovation in, and alignment and improvement of employment, training, and education programs, and to promote individual and economic growth.
Basic Career Services
All adults, 18 years and older, are eligible for Basic Career Services including outreach, job search and placement assistance, resume assistance, assessments, referrals and labor market information available to all job seekers. Click Career Center Services for more information.
Individualized Career Services
Individual Career Services includes more staff assistance to obtain employment, comprehensive assessments, development of individual employment plans and counseling and career planning; and Training services if needed to help customers to obtain employment, link to job opportunities in their communities, including both occupational training and training in basic skills. Training Services
Priority for Individual Career Services and Training Services in the region must be given to unemployed or under-employed adults to receive services to obtain or retain employment that allows for self-sufficiency. In West KY priority is given to recipients of public assistance and other low-income individuals. WIOA is not an entitlement program.
Adults interested in Individual Career Services and Training Services must meet a low-income requirement. A job seeker who meets any one of the following criteria satisfies the low-income requirement for WIOA adult services:
- Receives or is a member of a family that receives cash payments under a federal, state, or local workforce development area (workforce area) income-based public assistance program;
- Receives food stamp benefits or is a member of a family that receives food stamp benefits, or was determined eligible to receive food stamp benefits within the last 26 weeks;
- Receives an income or is a member of a family receiving an income that, in relation to family size, is not in excess of 200% of the current combined 70 percent Lower Living Standard Income Level and poverty income (LLSIL) guidelines.
